OOC Plotting Post

Crates full of experimental weapons have been washing up on a beach near Coast City for the past four days. The military has taken custody of the weapons and stored them in a warehouse for safekeeping, but the origins of the crates are still a mystery, and there are plenty of unsavory characters that would love to get their hands on them.
So I guess what we need to decide is a) where the weapons came from and b) who we're gonna be going up against! Any thoughts?
